Keep in mind that we’re going to use measurements that reflect the average size of the breed. You may know of an extra-large chihuahua, but the average size of that dog is still between 5 to 8 inches tall at the withers. Also, some dogs are so similarly sized that ordering them in such a manner is a fruitless endeavor. We’re just going to show you the dogs with the smallest average size. With that in mind, let’s start looking at some different small dog breeds!
What Are the Shortest Dog Breeds?
Before we start looking at dog breeds, we have to consider our methodology. We’re going to look at dogs that are the shortest, not necessarily the smallest or lightest. We only want diminutive pups. We are going to include measurements of the shortest dog breeds according to their height at the withers. That means the dog’s measurement is going to come from measuring the area above their shoulders rather than their head while sitting. Fair warning, we’re going to see a lot of overlap with some of these breeds. Now, without further ado, let’s get to the dogs.
10. Toy Fox Terrier
The toy fox terrier is a small dog that only measures between 8.5 and 11.5 inches in total height. They are known for being tenacious, intelligent, and eager dogs. They have a small penchant for mischief, but they are very playful creatures that are sure to let you know if you have visitors coming to your door.
9. Papillon
The papillon breed is known for the shape of its ears, which feature long fur and resemble a butterfly. They only measure between 8 and 11 inches tall at the withers. They have a long fur coat that is a pleasure to pet and doesn’t need as much attention as you might think. These dogs are incredibly social and playful, but they are highly vocal.
8. Japanese Chin
The Japanese chin is a lapdog with long, fluffy fur. They’re known for the long fur on their legs and tails. The Yorkshire terrier is a very popular, loving pet. You may see them with a long, silky coat at shows, but many owners keep their hair short to reduce the need for grooming. Yorkies are affectionate but have a propensity for stubbornness. They’re often kept as companions in urban areas that don’t have a lot of space for larger animals to roam and play.

The Pekingese is a toy breed that comes from China. They are great companion dogs. They’re easily recognized by their double fur coat, and they require frequent grooming. You can expect them to leave a fair amount of fur around your home, but you’ll forgive them at once due to their loving demeanor.
